It re-encodes the audio. FLAC is lossless, and this page creates an OGG using the quality (Q) setting and sample rate you choose; there is no hidden kbps mode, and your original FLAC is not modified.
Not always. OGG support varies by device and browser, so use FLAC to OGG only when the device or app explicitly accepts OGG. For very old hardware, MP3 is usually the safer target.
You might, because converting FLAC to OGG removes audio data to produce a smaller lossy file. For music, keep Q high — 10 is the highest quality and largest file, 0 the smallest and roughest — and leave the sample rate unchanged unless you have a reason to change it.
If the error says the format is unsupported, no Q or sample-rate setting will fix it; the app likely does not accept that OGG codec or container. If the rejection is about file size, lower the Q setting or sample rate and convert again.
The controls on this page apply to the audio stream: Q and sample rate. If tags or cover art matter, keep the original FLAC and verify the downloaded OGG in your player before deleting anything.
