While DjVu is a rasterized file format, PDF is a vector format. DjVu performs better for scanned documents which both, contain text and images. For this class of documents, DjVu outperforms PDF in terms of file size. It also loads and displays the documents quicker than a PDF with comparable content would load.
On the other hand, when creating a PDF directly with the export feature of a text-processing application, PDF is the better choice. In brief, the answer is: It depends on the use case.
